MODELLING DYNAMICS OF UKRAINIAN FUND MARKET DEVELOPMENT
 
Avagueness incident to the market is measured by variations or covariations, changes in time. The study of these changes gained systematic character only with appearance of models of autoregressive conditional heteroskedastic (ARCH). The basic idea of the ARCH model consists in a difference between the conditional and absolute moments of the second order. While absolute variations and covariations permanent, conditional moments not banally depend on the past states and develop in time. To this time of model, in basis of which the idea offered Engl lies actually, is widely used for the modelling of profitability and volatility in the economy of both the developed countries and countries which develop.

Conceptual approaches to the study of factors of political transformation
 
Democratization as a phenomenon of social and political life is the subject of a number of domestic and foreign scientists. The notion of democracy introduced in the academic community in the 1888 American political scientist D. Bryce launched the French Revolution [6, p. 133 - 134]. In broad terms, this process requires a political and social changes aimed at establishing and strengthening democratic regime. However, there is no unity among scientists in determining the essential characteristics of this notion. We agree with the ideas of modern researchers of very wide use for the characteristics of different types of social changes during the third wave, which is often unnecessary: the democratization process does not always lead to the establishment of a consolidated democracy.

Але вражає своєю цинічністю і навіть злочинністю по відношенню до рядових вкладників реформа 1924 р., коли, як вказано у листі, - «один карбованець нового зразка було прерівнено до 50 млрд. грошових знаків, що знаходились в обігу на той час. Вклади внесені до моменту проведення в 1924 році грошової реформі повністю знецінились і перетворились в долі копійок.» (!). Відібрати у вдови з чотирма дітьми (Ганна Григорівна Мельник втратила в 1912 р. чоловіка військового фельдшера) всі заощадження, абсолютно ВСІ (!). Цього собі навіть найзапекліші бандити не дозволяли (!!!). Адже всі гроші - 2тис. рублів тримала, як законопокірна громадянка в Ощадбанку, вірила державі. Це ж яку треба було мати злість на всіх людей, на ЛЮДСТВО в цілому !

THE MANIFEST OF NOOSFERNOY OF RUSSIA - V. Patrushev, A. Subetto, R. Logua
   We are grateful to scientists of the Russian Federation for references to works of the founder of the Ukrainian Academy of Sciences, Great Ukrainian V.I.Vernadsky which aspired to find in beginning ХХ of century alternative "political capital" categories, having offered the NOOSPHERE category. It was valid at that time for methodology interesting enough decision, however it then has not been supported, and today all these categories are necessary for considering in other plane. And the sense is scientists of the Russian Federation to recollect Peter Chaadaeva's works and from height ХХI century to estimate all acts in the history of economic thought of the Eastern Europe.

        Ми вдячні науковцям Російської Федерації за згадку про праці засновника Української Академії наук, Великого Українця В.І. Вернадського, який намагався на початку ХХ століття знайти альтернативу політизованій категорії капіталу, запропонувавши категорію НООСФЕРИ. Дійсно на той час це був для методології досить цікаве рішення, але воно тоді не знайшло підтримки, а зараз всі ці категорії треба розглядати у іншій площині. А науковцям Російської Федерації є сенс згадати праці Петра Чаадаєва і згори ХХІ сторіччя оцінити всі процеси в історії економічної думки Східної Європи.
        Але це тільки побажання, яке треба реалізувати, якщо є сили і наукові кадри, а взагалі вже добре, що такі маніфести з’являються, особливо, в умовах сучасної Росії.
