I just managed to complete the preparation of the main considerations for the project. And immediately I will send them to you. I very much hope that you will understand our real interest in the soonest implementation of this project.
1. The project "Pomegranate Flower of EurAsia (ANARGUL)" should be carried out at least in two stages:
The first stage is the laying of a water conduit through the territory of Iran with the maximum coverage of all areas of the country that require water resources for their development (with the expectation that if the second phase of the project is delayed, namely, by laying it across Turkmenistan and Uzbekistan, justified). It is advisable to proceed with this step by creating a specialized industrial and financial group in the United Arab Emirates with the inclusion of large economic and banking structures of Iran to start the accelerated implementation of this project.
The second stage is laying a water pipeline through the territory of Turkmenistan and Uzbekistan to the Aral Sea and starting to fill the Aral Sea with water, but not only with water from the mouth of the Tigris and the Euphrates, and possibly from the Arabian Sea, in order to accelerate the restoration of the Aral Sea in its former size 77 months it is possible to implement, which will allow to adapt gently in the Aral Sea to positive but serious changes and the coastline and climate). During the second phase, interstate institutions responsible for the effective economic activities of the entire project should begin to function seriously. Therefore, within a few months of the first stage of the project, it is necessary to think, simulate and create these institutions, which are called upon to make fundamental qualitative changes in the life of all the states participating in the project, but especially in the life of Iran, Turkmenistan and Uzbekistan.
2. The estimated cost of the project does not exceed one and a half billion US dollars, which, in fact, with food security only in Iran (this is a refusal to import 5 million tons of wheat per year), pays for the entire project for one and a half two years (the cost of Iran's annual import of wheat at 991 million dollars). But it is not necessary to speak about economic efficiency in this case. No economic calculations at the beginning of the construction of the island first of debris, and then the objects on it in Japan could not show the prospects of such an innovative and promising for the economy and culture project. And in this project, the economy is not the main, socio-ecological and economic aspect, which goes to the spiritual values and values of culture in the broadest sense.
3. It is important today to create a working group and seriously undertake the marketing preparation of the project, making it interesting and desirable for the majority of the world's inhabitants. The positive impetus from this activity will only strengthen the positive results of the project on the whole spectrum of socio-cultural interaction.
I want to express my wish not to drag out time, but to proceed almost immediately to its marketing study and implementation, involving specialized construction companies and specialists of international level. Actually, it is already possible in 2018 to proceed with the laying of water pipelines through the territory of Iran.

1. Проект «Гранатовый Цветок ЕврАзии (АНАРГУЛЬ)» целесообразно осуществлять, как минимум, в два этапа:
Первый этап – это прокладка водовода по территории Ирана с максимальным охватом всех районов страны, требующих для своего развития водных ресурсов (с таким расчётом, что бы при задержке выполнения второго этапа проекта, а именно, прокладке его по территории Туркменистана и Узбекистана, он себя полностью оправдывал). Приступать к выполнению этого этапа целесообразно, создав Объединенным Арабским Эмиратам специализированной промышленно-финансовой группы с включением крупных хозяйственных и банковских структур Ирана для начала ускоренной реализации данного проекта.
Второй этап – это прокладка водовода через территорию Туркменистана и Узбекистана до Приаралья и начинать наполнять Аральское море водой, но не только водой из устья Тигра и Евфрата, а возможно и преимущественно из Аравийского моря, чтобы ускорить процесс восстановления Аральского моря в его прежних размерах (за 77 месяцев это возможно осуществить, что позволит мягко приспосабливаться в Приаралье к позитивным но серьезным изменениям и береговой линии и климата). Во время второго этапа должны начать серьезно функционировать межгосударственные институты, ответственные за эффективную хозяйственную деятельность всего проекта. Поэтому за несколько месяцев начала реализации первого этапа проекта необходимо продумать, смоделировать и создать эти институты, призванные внести коренные качественные изменения в жизнь всех государств участвующих в реализации проекта, но особенно, в жизнь Ирана, Туркменистана и Узбекистана.
2. Ориентировочная стоимость проекта не превышает полутора миллиардов долларов США, что фактически при обеспечении продовольственной безопасности только в Иране (это отказ от импорта 5 млн. тонн пшеницы ежегодно), окупает весь проект за полтора два года (стоимость ежегодного импорта пшеницы Ираном на уровне 991 млн. долларов). Но не об экономической эффективности в данном случае нужно говорить. Никакими экономическими выкладками при начале реализации строительства сначала острова из мусора, а потом и объектов на нём в Японии не смогли бы показать перспективы такого инновационного и перспективного и для экономики и для культуры проекта. И в этом проекте не экономика является главным, социально-эколого-экономический аспект, выходящий на духовные ценности и ценности культуры в самом широком понимании.
3. Важно сегодня создать рабочую группу и серьезно взяться за маркетинговую подготовку проекта, сделав его интересным и желанным для большинства жителей планеты. Позитивные импульс от этой деятельности только усилит позитивные результаты осуществления проекта по всему спектру социально-культурного взаимодействия.
Хочется выразить пожелание не затягивать время, а приступать практически немедленно к его маркетинговой проработке и реализации, привлекая специализированные строительные компании и специалистов международного уровня. Реально можно уже в 2018 г. приступить к прокладке водоводов по территории Ирана.
